If you use Saxon from Maven, skip 11.1 and go straight to 11.1.1 which I just pushed (on a Friday evening!). Short story: I borked the POM file in 11.1 and left out the dependencies section. (Was true of 10.x too, but it didn't matter.) The XML Resolver dependency is required.On twitter.com
